STORYLINE:
Brazilian President Luiz Inácio Lula da Silva warned that imposing arbitrary tariffs would “aggravate” inequities in global trade during his address at the China–CELAC Forum in Beijing on Tuesday.

Speaking to leaders from Latin American and Caribbean countries at the opening ceremony of the ministerial meeting of the forum, Lula emphasized the need to tackle long-standing distortions in international trade, particularly in agriculture, which have disadvantaged developing economies.

“The imposition of arbitrary tariffs only aggravates the situation,” he noted, adding that “The solution for the crisis of multilateralism is not to abandon multilateralism, but to improve the multilateral system.”

In his speech, Lula praised China as Latin America’s second-largest trade partner and a major investor, highlighting China’s support during the COVID-19 pandemic and in financing infrastructure such as ports, highways, and transmission lines in the region.

“To build a shared future, it’s necessary to reduce the asymmetries between countries. It is indispensable that cooperation between CELAC and China will contribute to strengthening the manufacturing industry and innovation in the region,” he said.

He rejected hegemonic conflicts and a return to Cold War dynamics, reaffirming CELAC’s commitment to peace and calling for a multipolar global order led by the Global South.

Chinese President Xi Jinping, Colombian President Gustavo Petro and Chilean President Gabriel Boric also spoke at the event.

Lula is on a five-day state visit to China starting from Saturday.
