"Now I know today the eyes of the world in many ways are on Istanbul. And I have to say, this is a day which exposes (Russian President Vladimir) Putin for what he is. He says he wants peace but he rejected a full ceasefire. He says he wants to end fighting, but he continues to strike and kill Ukrainian civilians and cities. And he says he wants to talk but he doesn’t even turn up to the very conference that he called for in Istanbul today. This is Putin’s war. He could end it tomorrow. He could end it tomorrow if he withdrew from the sovereign country that he invaded almost three and a half years ago."

"Vladimir Putin has it in his hands to end the war, he could travel to Istanbul and negotiate, he could order a ceasefire. None of that is happening. This means one might get the impression that Putin is trying to lead the American president by the nose through the arena. And I am quite sure that the American president cannot like this, and this may possibly lead to changes, further changes to his behavior on this path."

STORYLINE:
The German and British defense ministers met in Berlin on Thursday for their first ministerial council since signing a military cooperation agreement last year.
"Today’s meeting shows that we not only agree on important projects, which would only be half the battle, but also that we implement them together and quite quickly," Germany’s Boris Pistorius told reporters.
The meeting took place against a tumultuous diplomatic backdrop as NATO foreign ministers met in Turkey to debate an American proposal to massively ramp up defense investment as the United States focuses on security challenges outside of Europe.
Meanwhile, Russian President Vladimir Putin spurned an offer by Ukrainian President Volodymyr Zelenskyy to meet face-to-face in Turkey but delegations from both countries are set to hold their first direct talks in years.
U.K. Defense Minister John Healey said Putin’s decision to avoid the meeting with Zelenskyy was telling.
"This is a day which exposes Putin for what he is. He says he wants peace but he rejected a full ceasefire.
