STORYLINE:
French President Emmanuel Macron, UK Prime Minister Keir Starmer and German Chancellor Friedrich Merz held a meeting in The Hague on Tuesday, just before the start of a crucial NATO summit.
NATO leaders are gathering in the Netherlands for the start of a historic two-day summit that could unite the 32-member security organization around a new defense spending pledge or widen divisions.
At the summit, NATO leaders are expected to endorse a goal of spending 5% of their gross domestic product on their security, to be able to fulfil the alliance’s plans for defending against outside attack.
Most NATO countries — with Spain as the key holdout — are preparing to endorse the pledge, motivated not just by Russian President Vladimir Putin’s invasion of Ukraine to bolster their own defenses but also perhaps appease the United States and its tempestuous leader.
Trump did not answer directly when asked Tuesday whether he would abide by Article 5 of the NATO treaty, which outlines the alliance’s mutual defense guarantees.
