"We still believe that first we need to do the work at the expert level, because leaving this work, this difficult, preliminary work, to the presidents is absolutely illogical. First, we need to prepare, draw up the parameters of a settlement, and then fix them at the highest level, but not the other way around.”

4. SOUNDBITE (Russian) Dmitry Peskov, spokesman for Russian President Vladimir Putin:
"If it turns out that the U.S. president also decides to visit China on the same dates (as Russian President Vladimir Putin), then of course such a meeting cannot be theoretically ruled out if the heads of state end up in the same city. But I reiterate, so far there are no substantive preparations for the meeting.”

STORYLINE:
The spokesperson for Russian President Vladimir Putin said more preparation needs to be made before a potential meeting between Putin and U.S. President Donald Trump.
Peskov told journalists on Monday that leaving the preliminary work to the presidents was "absolutely illogical".
"We believe that first we need to do the work at the expert level,” Peskov told reporters. “First, we need to prepare, draw up the parameters of a settlement, and then fix them at the highest level, but not the other way around.”
The Turkish President Recep Tayyip Erdogan had said Turkey would be willing to host a meeting between Putin and Trump in Istanbul.
Peskov also did not rule out a meeting between Putin and Trump should separate visits to China coincide.
"If it turns out that the U.S. president also decides to visit China on the same dates, then of course such a meeting cannot be theoretically ruled out," he said.
But Peskov added that there were no "substantive preparations" for such a meeting.
Trump has become increasingly critical of Putin in recent months and is losing patience with his continued offensive in Ukraine.
And yet Trump has resisted backing a bipartisan U.S. bill to impose steep sanctions on Russia, instead giving Russia 50 days to accept a peace deal or face sanctions on its energy exports. The delay has given Russia a window to continue a stepped-up offensive in Ukraine.
