3. SOUNDBITE (English) Nathan Ellgren, The Associated Press:
"The city of Washington, DC with the Trump administration, are beginning closing homeless encampments in the nation’s capital. The skid loader behind me is continuing to pull debris from one of these encampments that was tucked into this set of trees here. You can see mattresses, appliances, all of their belongings have been taken out, but that’s not the case for every person who’s been experiencing homelessness in the district. This entire field behind me had about a half dozen tents. You can see the markings on the grass, the bare spots where these tents used to be, and those people were connecting with social services and hearing about where extra shelter space has been opened up. So the city believes they can do this forceful closure of encampments more humanely than what the Trump administration was suggesting, and the effort will continue for about another week or so as more encampments in the nation’s capital will be closed. But of course some homeless people will still be on the streets, maybe by a vent, maybe under the awning of a business. So this problem is really hard to erase completely, and advocates want more resources to get these people into more transitional housing, permanent housing, but that voucher money is limited. The DC budget was cut by a billion dollars this last year, and unfortunately, they weren’t able to give more housing resources to folks in need."

STORYLINE:
Near the Institute of Peace on Thursday morning, AP journalists saw about a dozen homeless D.C. residents packing their belongings. Items werenโt being forcibly thrown out by law enforcement, but a skid loader was clearing an abandoned campsite hidden amongst a grove of trees.
Volunteers from some of the agencies around the city that help homeless people were on hand to help out. Yards away, several protesters held signs, some critical of the Trump administration.
Advocates expected law enforcement officers to fan out across D.C. later Thursday to take down any remaining homeless encampments.
Representatives from the Office of the Deputy Mayor of Health and Human Services set up a caution tape line near the Institute of Peace, where advocates are helping homeless residents pack their belongings.
The officials appeared to be giving people with items time to clear out, and removing abandoned items in the meantime.
AP journalists also saw a Metropolitan Police Department representative onsite, standing to the side.
