"But of course, from the point of view of the international community, it’s the relationship between Moscow and Pyongyang that has been perhaps the most striking in recent months. That’s partly because, of course, North Korea has provided material support in the form of some 10,000, some would say a larger number of North Korean forces, perhaps as many as 13,000 in the war in Ukraine. And that represents an important security partnership. But by stepping into this wider context and meeting with Xi and Putin, Kim is signalling, I think, in a very demonstrable way that he has a global presence and he’s part of this stronger axis of authoritarian regimes."

"And at a time, of course, when the Western Alliance has been weakened by the more transactional approach of Trump 2.0, the perception that Donald Trump is less interested than his predecessors in supporting the international rule-based order and is in fact far more focused on developing policies that are exclusively for the benefit of the United States, it’s almost impossible to see how the Chinese couldn’t have resisted this opportunity to step into that space and occupy it very decisively. So I think symbolism is really important. And in fact, it’s probably more important than the material tangible outcomes that come out of this meeting."
