"The water bodies in Bengaluru used to be seasonal. So they would dry up in summers. Then when it rains, they used to capture flood water. And now, whenever the lake kind of dries up and stays dry for a very long time, it tends to change its nature. So maybe earlier, farmers would move into the lake bed and start agriculture. And now it’s almost like somebody dumps something into it and the lake gets filled up and then it automatically gets notified as a residential land. And then things start building, and once things are built on it you cannot do much about it."

"If you see any lake that has been saved in Bengaluru it will be because there is a citizen group which has fought for it. So every lake all the 185 lakes now 210 lakes, all of them have their own citizen groups. And we have seen because of the citizen group is that encroachment has stopped because they are the eyes and the ears of that area and they are the impacted people."

STORYLINE:
Sunil Kumar rowed his small boat, moving a few feet at a time, while he spread a fishing net across the weeds floating like a green carpet on Doddajala Lake. The ends of the net were then carried ashore and tied to a tractor and an earthmover, which pulled the bundled plants toward laborers ready to drag them out with pitchforks.
