New York – 21 September 2025
1. Portuguese Foreign Minister Paulo Rangel arriving for press conference
2. SOUNDBITE (Portuguese) Paulo Rangel, Portuguese Foreign Minister:
"Today, on September 21, 2025, the Portuguese state officially recognizes the state of Palestine. The declaration of recognition proclaimed here directly results from the deliberation of the council of ministers on September 18, following a consultation process in which there was a convergence between the president of the republic and a vast majority of the parties with parliamentary representation."

3. SOUNDBITES (Portuguese) Paulo Rangel, Portuguese Foreign Minister:
"It is noted that regarding the two-state solution as a future resolution for the Israeli-Palestinian conflict, there may indeed be a unanimous position among the parties represented in the assembly of the republic. The recognition of the state of Palestine thus corresponds to the realization of a fundamental, consistent, and consensual line of Portuguese foreign policy."

4. SOUNDBITES (Portuguese) Paulo Rangel, Portuguese Foreign Minister:
"Precisely because Portugal advocates for the two-state solution as the only path to a just and lasting peace that promotes coexistence and peaceful and fruitful living between Israel and Palestine, the Portuguese government reaffirms on this occasion the right of the state of Israel to exist and its effective security needs, as well as the special friendship between the Portuguese and Israeli peoples, once again condemning the atrocious terrorist attacks of October 7, Hamas, and all terrorist organizations or others that deny Israel’s right to exist, demanding the immediate release of all hostages, the return of deceased hostages to Israel, and insisting on the need to combat all forms of antisemitism."

5. SOUNDBITES (Portuguese) Paulo Rangel, Portuguese Foreign Minister:
"The declaration of recognition does not, however, erase the ongoing humanitarian catastrophe in the Gaza Strip. The Portuguese government has repeatedly and insistently condemned the restrictions on the entry of humanitarian aid, the resulting hunger situation, the forced displacement of populations in the Gaza Strip, and also the manifestly disproportionate response that causes so many civilian casualties and the destruction of infrastructures, such as schools and hospitals or even religious sites, whether of the Muslim majority or the Christian minority. It also condemns the expansion of settlements in the West Bank, which is also an obstacle to the two-state solution."
++BLACK FRAMES++
6. SOUNDBITES (Portuguese) Paulo Rangel, Portuguese Foreign Minister:
"It is essential and urgent to establish a ceasefire to put an end to this humanitarian emergency. The release of the hostages, some of whom are our nationals or have ties to our country, is urgent and critical."
++BLACK FRAMES++
7. SOUNDBITES (Portuguese) Paulo Rangel, Portuguese Foreign Minister:
"From the depths of our hearts, let all hostilities cease, let there be an opportunity for the full restoration of humanitarian aid, let a glimmer of light for peace be opened. The Portuguese government symbolically chose to make this statement at Portugal’s permanent representation at the UN, precisely to signal that only under the aegis of the United Nations and the spirit of its founding charter is it possible to achieve a solution to the conflict."
