Spanish Prime Minister Pedro Sanchez has declared a state of emergency after a day of massive power cuts affecting Spain, Portugal, and parts of France. Sanchez attributed the cuts to "anomolous oscillations" in high-voltage energy lines. So far, Spanish authorities have ruled out cyber attacks as being behind the blackouts.
