"As we were getting escorted back to our vehicle last night, the first thing that we came upon was the vehicle, and it was so stark to see the damage of the vehicle. And the car was in the middle of the street and the damage of the car did not make sense with where the vehicle was positioned and where we had heard that he had driven through. And that’s the image that stays in my mind right now."

"And as we passed the car, we started seeing bodies on the side of the road, some getting help by family members. And then we started coming upon the bodies that were not being helped and they were alone and that’s when we realized that there were people, they were no longer alive. A number of people scattered throughout. A dead calmness in the street as everybody was doing what they were supposed to be doing and just doing the job. The chaos had ended, even though it had just happened about 10-15 minutes prior."

"As mayor of Vancouver, yeah look, we do have some challenges. It looks like the individual that drove the SUV through that crowd there, it looks like it could have been a mental health issue and this is a recurring thing. We do have people with significant mental health challenges who should not be directing their own care, on the streets, where they can do harm to themselves and others. And so we have to get to the root cause of that problem as well."

"Well look, you can feel it here. The community is devastated. The Filipino community, residents of Vancouver were heartbroken, were sad, were scared. There’s a bit of anger there too. And so a lot of people are just wondering like how can this happen in the city of Vancouver."

Yeah you know, obviously this is a random, unique event, but it is pretty devastating. There, 11 people were killed at a family event, and while extremely rare, obviously it’s the first time it’s ever happened in the city of Vancouver, it has shaken our city to its core."

STORYLINE:
Mourners held vigils in Vancouver on Sunday, at the scene of Saturday’s car ramming attack that killed 11 people between the ages of 5 and 65 at a Filipino heritage festival.

Murder charges were filed Sunday against a suspect. The British Columbia Prosecution Service charged Kai-Ji Adam Lo, 30, with eight counts of second degree murder and said more charges were possible.

Investigators ruled out terrorism and said Lo had a history of mental health issues.

Lo, a Vancouver resident, appeared in court and remains in custody, prosecutors said.

An attorney for Lo wasn’t listed in online court documents and The Associated Press wasn’t immediately able to reach an attorney representing him.

Vancouver Mayor Ken Sim was among hundreds of Canadians who attended vigils for the victims on Sunday.
