STORYLINE:
Vancouver police on Sunday cordoned off the block of a car ramming attack that killed 11 people the previous night as people came to lay flowers at the scene.

Mohamad Sariman was among those who visited the site of the deadly attack on Sunday.

He had been helping at his wife’s food truck during the festival when he heard a loud boom that he initially thought was an explosion and looked out the food truck window.

"I saw the body was like, torso bent and things like that," he said. "So I was like, shocked."

Dozens more were injured in the attack, some critically.

Vancouver police have ruled out terrorism.

A man driving a black Audi SUV entered the street just after 8 p.m. Saturday and struck people attending the Lapu Lapu Day festival. A Vancouver man was arrested.

"It is the darkest day in Vancouver’s history," Police Interim Chief Steve Rai told a news conference.

"The person we have in custody does have a significant history of interactions with police and health care professionals related to mental health," he said.

A 30-year-old Vancouver man was arrested at the scene. Rai said that the man was arrested after initially being apprehended by bystanders.

People were attending a Lapu Lapu Day festival. Organizers said the Vancouver event was in its second year.
