"The idea of a core Europe involves Germany, along with our classic partners in the Weimar Triangle—France and Poland—and other interested EU members. We could potentially establish a core Europe where we agree to accept majority decisions rather than allowing every single European country to veto any decision on any given day. This approach would make a common, credible foreign policy practically possible. And if we in other words, if we can’t Speak with one voice at 27.
