"The key principle is that management is carried out 50 by 50. There is no preference for either party, there is no dictation of either side, and decisions are made by consensus. Secondly, is that we are not talking about any debts. You remember that there were different iterations of the deals in the public arena, where different amounts were mentioned. Now there is no mention of debts, there is only a focus, a focus on developing investments and investment projects in Ukraine. It is important that the agreement opens the way to new defense support, since the text provides that the United States of America can enrol and make contributions on its part in the form of military aid.""

"The American side believes that this document is one of the elements of a large security architecture that can exist. In no way can one document replace a security guarantee. And everyone understands this, but from a formal point of view, it is necessary to distinguish that the negotiating team that worked on this fund are people who are not authorized to discuss security guarantees in the classical sense. Therefore, we also believe that when the Americans have a strategic interest in developing business, their own common one on the territory of Ukraine – this is also, in a certain way, an element of the security architecture."

"I think the biggest challenge will be the contribution for both sides. If the US will be eager to provide a contribution exactly the next day when the fund will be registered, of course it will give us more opportunity to start investment exactly right now. So, I think that is the biggest challenge that we have. We will do everything we could from our side, but we will need to get some additional finance to start working, to make this fund operational."

STORYLINE:
A minerals deal between Ukraine and the US is expected to be ratified in the Ukrainian parliament on Thursday.
The deal is expected to give Washington access to the country’s critical minerals and other natural resources, an agreement Kyiv hopes will secure long-term support for its defense against Russia.
Ukraine’s Economy Minister Yulia Svyrydenko, said "this is the first time in history that the United States considers Ukraine as a long-term strategic partner, economically."
The agreement would establish a reconstruction fund for Ukraine that Ukrainian officials hope will be a vehicle to ensure future American military assistance.
"We also believe that when the Americans have a strategic interest in developing business, their own common one on the territory of Ukraine – this is also, in a certain way, an element of the security architecture," Svyrydenko said.
The deal covers minerals, including rare earth elements, but also other valuable resources, including oil and natural gas, according to the text released by Ukraine’s government.
