Russian President Vladimir Putin is not on a list of delegates set to attend talks in Turkey aimed at ending the war in Ukraine. Ukrainian president Volodymyr Zelenskyy had urged Putin to attend in person for a first face-to-face meeting since the 2022 Russian invasion. Zelenskyy is traveling to Ankara, according to officials in Kyiv.
