Russian President Vladimir Putin appointed presidential aide Vladimir Medinsky to lead the delegation that will represent his government at talks with Ukraine in Turkey, and gave no indication that he planned to join the negotiations. The Russian representatives also include Deputy Foreign Minister Mikhail Galuzin, Deputy Defense Minister Alexander Fomin, and Igor Kostyukov, head of military intelligence. The composition of the Russian team is likely to fall far short of Ukraine’s expectations. Bloomberg’s Tony Halpin reports from Antalya.
