US President Donald Trump hoped his Russian counterpart would agree to join Friday’s peace talks in Istanbul, but instead Vladimir Putin sent a relatively low-level emissary. Estonian Defense Minister Hanno Pevkur just returned from talks in Washington, where he heard that many US lawmakers are ready to impose tough new sanctions on Moscow for its reluctance to end the war. Teri Schultz talked to Pevkur in Tallinn about the prospects for a ceasefire.
