1. Member of the Political Bureau of the CPC Central Committee and Vice Premier of the State Council Zhang Guoqing will be in Russia from May 19 to 22 for the fifth meeting of the council of cooperation between the upper and middle reaches of the Yangtze River and the Volga Federal District and the chairpersons’ meeting of the China-Russia Intergovernmental Commission on Cooperation and Development of Northeast China and the Far East and Baikal Region of Russia. Vice Premier Zhang Guoqing’s visit to Russia for these institutional activities aims to promote the implementation of important consensus reached by the two leaders, systematically review the progress of bilateral cooperation, and plan the key directions and priority areas for the next stage of cooperation. We believe that under the strategic guidance of the two heads of state and with joint efforts from both sides, China-Russia regional cooperation will continue to thrive, injecting more momentum into enriching bilateral relations, enhancing the well-being of the two peoples, and supporting each country’s development and revitalization.
2. Russian and Ukrainian officials are holding talks in Turkey. What is China’s comment on this?
China’s position on the Ukraine crisis has been clear and consistent. We support all efforts conducive to peace and support direct negotiations and dialogue between Russia and Ukraine. We hope the parties concerned will continue to strive for a fair, lasting and binding peace agreement acceptable to all parties through dialogue and negotiation, so as to ultimately achieve a political solution to the Ukrainian crisis.
3. According to reports, the U.S. Department of Commerce’s Bureau of Industry and Security issued a notice stating that the use of Huawei’s Ascend chips constitutes a violation of U.S. export control regulations and warned the public about the potential consequences of allowing the use of U.S. AI chips to train Chinese AI models. What is China’s comment on this?
The U.S. has been overstretching the concept of national security, abusing export controls and long-arm jurisdiction, and unwarrantedly maliciously blocking and suppressing Chinese chips and the AI industry. This seriously violates market rules, severely disrupts the stability of global production and supply chains and gravely harms the legitimate rights and interests of Chinese enterprises. China firmly opposes this and will by no means accept it.
We urge the U.S. to immediately correct its protectionist and unilateral bullying practices and stop its unrestrained suppression of Chinese tech companies and the AI industry. China will take resolute measures to safeguard its right to development and the legitimate rights and interests of Chinese enterprises.
4. The U.S. trade representative recently told U.S. media that China has agreed to lift export countermeasures imposed after April 2, including export controls on rare earth minerals and magnets. China has announced revisions to several non-tariff countermeasures but has not changed restrictions on rare earths. Does China plan to lift or adjust rare earth export controls?
