China criticizes US export controls on AI chips

STORYLINE:
China levelled criticism on Thursday against U.S. export controls on artificial intelligence chips after a new rule against use of Ascend computer chips made by Huawei Technologies anywhere in the world.

Last week, the U.S. Commerce Department’s Bureau of Industry and Security issued guidance saying that Huawei’s Ascend semiconductors are subject to U.S. export controls, on the basis that they are thought to employ U.S. technology.

At an APEC ministerial meeting held in South Korea last week under looming U.S. tariffs, China’s trade negotiator Li Chenggang advocated for "artificial intelligence innovation", among other topics, according to China’s Commerce Ministry.

Speaking to reporters at a news briefing in Beijing on Thursday, Commerce Ministry spokesperson He Yongqian said that the U.S. "abuses export controls to contain and suppress China" and "endangers China’s development interests".

"The Chinese side resolutely opposes this and will closely monitor the US side’s follow-up situation and take firm measures to protect its legitimate rights and interests," she added.

Huawei’s Ascend chip is central to China’s effort to build its own capacity to build leading edge computer chips and other technologies.

Analysts say use of the chip in China’s DeepSeek artificial intelligence effort reflects a potential challenge for Nvidia in the global AI market.
