“That’s why Russia has suggested to meet in Istanbul on Monday (2 June) and start discussing these projects (of the memorandums). Demanding [that we hand over the memorandum] immediately or slowly is unconstructive. All that is needed at the moment is to either confirm readiness to continue negotiations or do the opposite.”

4. SOUNDBITE (Russian) Dmitry Peskov, spokesman for Russian President Vladimir Putin:
“We can agree to set up such telephone conversation very quickly. If needed, it can happen any moment, if it’s necessary for the matter. But now the main thing is to continue the process of direct Russian-Ukrainian negotiations.”
STORYLINE:
Kremlin spokesperson Dmitry Peskov refused Thursday to provide further details on what Russia’s memorandum outlined as Moscow’s conditions to end the conflict with Ukraine.
In comments to journalists he also criticized Ukrainian officials who said that Russia should give the document to Kyiv before the Kremlin’s proposed peace talks in Istanbul on June 2.
On Wednesday, Ukrainian Defence Minister Rustem Umerov said his country isn’t opposed to such direct peace talks but it still hasn’t seen the memorandum promised by Russia and that further meetings would be “empty” without it.
“Demanding [that we hand over the memorandum] immediately is unconstructive,” Peskov said. “All that is needed at the moment is to either confirm readiness to continue negotiations or not.”
Peskov also said that there were currently no plans for Russian President Vladimir Putin to talk with U.S. President Donald Trump.
“We can agree to set up a telephone conversation very quickly if needed,” he said. “But now the main thing is to continue the process of direct Russian-Ukrainian negotiations.”
