"We are aware of some information about that not coming from Russia, but from, other experts and groups in the world, indicating that there are some construction works that would indicate that. It’s highly speculative. We don’t have any evidence that this is happening at this at this point."

2. SOUNDBITE (English) Rafael Grossi, IAEA Director-General:
"What we – and I just discussed this with President Zelenskyy – what we are offering is to make a comprehensive assessment of what is the situation, because even though there is no radioactivity coming out, the tightness, the isolation element of the plant, of the containment is not the same. It has been affected. So we need to have an assessment and then, see what kind of work repairs are needed."

STORYLINE:
The head of the International Atomic Energy Agency said on Tuesday there is no evidence of Russia moving to immediately restart the Zaporizhzhia nuclear power plant, calling it "highly speculative."

In a report last month, Greenpeace said that satellite photos showed Russia had been building “an electricity high voltage power line” in Russia-held areas of Ukraine’s Donetsk and Zaporizhzhia regions. An Associated Press analysis of satellite photos from Planet Labs PBC of the same area also showed the construction of power lines and pylons.

“This is some of the first hard evidence of Russian moving ahead with its dangerous and illegal plans for restarting Ukraine and Europe’s largest nuclear plant at Zaporizhzhia," said Shaun Burnie, a nuclear specialist at Greenpeace Ukraine, in a statement.

Speaking at a briefing while on a visit to Kyiv, IAEA chief Rafael Grossi also said that "the tightness, the isolation element of the plant, of the containment is not the same" at the Chernobyl Power Plant, adding that assessment is needed to determine "what kind of work repairs are needed."
