“Taiwan must and is remaining proactive in pursuing a comprehensive and reciprocal trade agreement. Measures should continue to be taken to advance shared interests, creating goodwill in Washington, and strengthening Taiwan’s own economic resilience. Taiwan should do what it can to deepen access to the US market, reinforce supply chain security, and demonstrate its commitment to high standard trade policies. At the same time, Taiwan should remain proactive in seeking deeper economic engagement with the United States, including continued efforts to secure targeted tariff relief and advance a double taxation avoidance agreement.”

“I think though that there is a desire in Washington, to see an increasing… what’s been termed a ‘non-red supply chain,’ and for world’s democratic partners to further deepen their engagement with one another on all fronts, and that would include defense, and so I think that, you know, our view is that there are still more opportunity for that kind of engagement. Technology in Taiwan is world class and there should therefore be, further opportunity for provision and shared supply chains, but that’s something that we might refer you to the defense committee for more detail on.”

“…dual taxation avoidance. We understand that the US administration and many in the US are seeking higher levels of investment by critical foreign partners in the United States. And just to an extent, some of the recent policy actions that we’ve seen over the last months have been directed at that aim, that objective. Our view is that when it comes to Taiwan and the desire or any desire to see increased investment, in both directions, that dual taxation, is a barrier. And it is something that needs to be resolved to further deepen the economic and investment relationship between Taiwan and the United States.”

STORYLINE:
Taiwan’s US Chamber of Commerce advised the island on Tuesday to be "proactive" and seek deeper economic ties with the US.
The American Chamber of Commerce in Taiwan (AmCham) published its 2025 annual report (2025 Taiwan White Paper) Tuesday morning, not only with positive business prospects, but also with suggestions to the Taiwanese government to obtain win-win deals in tariff negotiations.
Speaking at a news conference in Taipei, AmCham Taiwan’s Chairperson Dan Silver said “Taiwan should do what it can to deepen access to the US market, reinforce supply chain security, and demonstrate its commitment to high standard trade policies."
"At the same time, Taiwan should remain proactive in seeking deeper economic engagement with the United States, including continued efforts to secure targeted tariff relief and advance a double taxation avoidance agreement," he added.
