STORYLINE:
The man suspected of killing a Minnesota lawmaker and wounding another was arrested and charged with two counts of murder and two counts of attempted murder.
Authorities say Vance Boelter crawled to officers in order to surrender Sunday after they found him in the woods near his home, bringing an end to a massive, nearly two-day search that put the entire state on edge.
Hennepin County Attorney Mary Moriarty said during a news conference Monday that she plans to file first-degree murder charges against Boelter.
The maximum penalty upon conviction of first-degree murder is life imprisonment without parole in Minnesota, which is not a death penalty state.
Jail records show he was scheduled to appear in court Monday afternoon.
Authorities initially charged him with second-degree murder and attempted murder — the highest charges that could be filed in a criminal complaint when there is probable cause to believe a crime has been committed.
Boelter is accused of posing as a police officer and fatally shooting former Democratic House Speaker Melissa Hortman and her husband, Mark, in their home early Saturday in the northern Minneapolis suburbs.
