"President Donald Trump on Monday started sending out his letters to foreign countries, telling them what tariff rates he plans to charge, starting on August 1st. The first two countries to get letters were U.S. allies Japan and South Korea. Trump plans to tariff them at 25% rates. Now, he said in his letters, which also went to Kazakhstan, South Africa, Myanmar, Laos and Malaysia, that he could increase those rates if countries retaliate and that those rates could go up or go down, depending on how those countries have their relations with the United States. Trump’s ostensible reason for doing this is to even up the trade deficit. But, all of this drama goes back to his April 2nd Liberation Day, when his high tariff rates caused hysteria in the financial markets, leading to him to set a 90 day negotiating period with baseline 10% tariff rates for most countries. Now that that negotiating period is coming to an end on Wednesday, July 9th, he doesn’t have a lot of frameworks or signed deals in place. His only two are with the United Kingdom, which has been signed, and with Vietnam, which has not been signed. That has him deciding to unilaterally set the tariff rates himself. What impact is this going to have? We’re going to see how companies manage, whether or not costs get passed on to consumers, whether they get passed on to other businesses, and how much foreign manufacturers can really absorb these prices."

STORYLINE:
President Donald Trump on Monday set a 25% tax on goods imported from Japan and South Korea, as well as new tariff rates on Malaysia, Kazakhstan, South Africa, Laos and Myanmar, all of which would go into effect on Aug. 1.

Trump provided notice by posting letters on Truth Social that were addressed to the leaders of the various countries. The letters warned them to not retaliate by increasing their own import taxes, or else the Trump administration would further increase tariffs.

“If for any reason you decide to raise your Tariffs, then, whatever the number you choose to raise them by, will be added onto the 25% that we charge,” Trump wrote in the letters to Japanese Prime Minister Shigeru Ishiba and South Korean President Lee Jae-myung.

The letters were not the final word from Trump on tariffs, so much as another episode in a global economic drama in which he has placed himself at the center.

He mixed his sense of aggression with a willingness to still negotiate, signaling the likelihood that the drama and uncertainty would continue and that few things are ever final with Trump.
