The city of St. Louis in Missouri is grappling with one of the steepest population declines among major U.S. cities. As birth rates fall and outward migration rises, local initiatives aimed at immigrant entrepreneurship have taken center stage. But advocates say shifting federal immigration policy and travel restrictions have made those efforts increasingly difficult — especially for refugees from Afghanistan, whose presence in St. Louis surged after the Taliban take-over in 2021.
