3. SOUNDBITE (Mandarin) He Yongqian, Commerce Ministry spokesperson:
“China has always adhered to high-level opening up to the outside world, and has completely abolished foreign investment access measures in the manufacturing sector. It has also actively expanded imports from the European Union, bringing more market opportunities for EU enterprises. On the other hand, in recent years, the European Union has been practicing protectionism under the guise of fair trade, abusing trade remedy tools, and taking advantage of the gaps in international economic and trade rules to create unilateral tools that are inconsistent with the basic principles of the World Trade Organization and the spirit of free trade. It has frequently launched investigations into foreign subsidies for Chinese enterprises, leading to a continuous decline in market openness and a continuous worsening of the business environment.”

5. SOUNDBITE (Mandarin) He Yongqian, Commerce Ministry spokesperson:
“Regarding government procurement, the EU public procurement market is far from being as fair and open as it claims to be. In fact, there are many hidden barriers, and policies have even been introduced to encourage the purchase of European goods, which have received public criticism from many countries. The EU side also uses international procurement tools to take measures to restrict Chinese companies and products from participating in its public procurement of medical devices. It is in this context that China has to take reciprocal countermeasures to safeguard the legitimate interests of Chinese enterprises.”

7. SOUNDBITE (Mandarin) He Yongqian, Commerce Ministry spokesperson:
“China’s export controls are cautious and moderate, and the number of items included in export controls is far less than that of the European Union. China implements export controls on rare earth related items in accordance with the law and regulations. We have established a green channel specifically for European companies to expedite approval. The EU side not only does not appreciate the efforts made by China, but also accuses China indiscriminately. What’s even more outrageous is that the EU’s high-tech export control approval process is delayed and cumbersome, seriously affecting the stability of the China-Europe supply chain.”

9. SOUNDBITE (Mandarin) He Yongqian, Commerce Ministry spokesperson:
“China’s green products has not shocked the EU market, but has helped the EU’s green transformation, benefiting EU industries and consumers. Therefore, the excess is not China’s production capacity, but rather the excessive anxiety of the EU caused by its long-term insufficient R&D investment and declining industrial competitiveness.”
