STORYLINE:
At least 15 children, ranging in age from two months to 13 years old, have been taken into protective custody after authorities say a Southern California couple used surrogates across several states, including Texas, Florida, and Pennsylvania, to grow their family, sometimes with multiple women pregnant at the same time.

The intended parents, 38-year-old Silvia Zhang and 65-year-old Guojun Xuan, were arrested in May after a two-month-old baby was hospitalized with head trauma.

Police allege a nanny, who remains at large, violently shook the baby, and the parents delayed seeking medical help for two days.

That baby is still hospitalized.

Investigators say they now have evidence of additional abuse involving other nannies, and they plan to present findings to the District Attorney.

The surrogates say they were matched through a company called Mark Surrogacy.

Public records show the agency shares an address with the Arcadia home and with Zhang herself.

Some of the women are now pursuing custody of the children they carried.

Experts say this case highlights a troubling gap in oversight.

While surrogacy is legal in California, the state does not require agencies to be licensed.

Nationwide, there are no federal surrogacy regulations.

Mark Surrogacy has reportedly filed to dissolve, but one woman in Pennsylvania says she is still carrying a baby for the agency, 26 weeks along.
