STORYLINE:
Questions and finger-pointing have increased in the days since a fire at a Massachusetts assisted-living facility killed nine and hurt dozens.

Union officials say the city didn’t staff enough firefighters to rescue all the residents trapped in the blaze.

Choking back tears, Fire Chief Jeffrey Bacon told reporters Wednesday that his crew had to make difficult choices on who to rescue.

Bacon said two of the roughly 30 injured people were in critical condition on Wednesday, up from just one person a day earlier.

Fall River Mayor Paul Coogan said he has met with the firefighters union and has discussed "a number of things," but when it comes to shortages, he said he didn’t see any at the scene.

"There were people on top of people fighting that battle to get those people out of the building, whether it was EMS, Fire, Police, EMA, there was a concerted team effort," he said.

It’s also come to light that the facility’s owner had a previous citation for failing to report numerous health and safety incidents.
