"With municipal water, it makes sense to us that the municipality is responsible for that water right up to the property line. So with a single family house, that means the homeowner is going to be responsible for the water on their property, and that makes sense. But in the case of a mobile home park, the municipality is responsible up to the property line, and that property might include hundreds of manufactured homes and hundreds of households who are all dependent on park infrastructure, community infrastructure.”
