“Reincarnation is never decided by the Dalai Lama himself. The reincarnation of Dalai Lama must follow the principles ‘searching for and identifying within China, drawing lots from a golden urn, and obtaining central government approval’, as well as established religious rituals, historical conventions, and Chinese laws and regulations.”

“The reincarnation of the Living Buddhas follows a strict set of religious rituals and historical conventions. The legitimacy of the Dalai Lama’s title derives from the central government. On the issue of the reincarnation of the Dalai Lama, the central government has the irrefutable right to make the final decision. This is the code followed by the faith’s believers and an important part of the religious rituals and historical conventions.”

STORYLINE:
Chinese officials insist the central government of China holds the authority to identify and approve the successor of the Dalai Lama.
The remarks were made on Tuesday by Garma Cedain, the vice chairman of the Tibet Autonomous Region, which has been under Communist Party rule for six decades.
Garma said the reincarnation, or successor of the Living Buddha and spiritual leader of Tibetan Buddhism, "is never decided by the Dalai Lama himself" and must be identified within China and approved by the central government.
"On the issue of the reincarnation of the Dalai Lama, the central government has the irrefutable right to make the final decision," he added.
The Dalai Lama in exile announced at this 90th birthday last month that only his office has authority to identify his reincarnation after his death, and the success will likely be born in the "free world" outside China.
Beijing labels the Dalai Lama a "separatist" and accused him of inciting unrest in Tibet. The Dalai Lama rejects this accusation and said he seeks only substantial autonomy and cultural identity of the Tibetan people.
