7. SOUNDBITE (Mandarin) Guo Jiakun, Chinese Foreign Ministry spokesperson:
“For many years, the U.S. has spared no effort to interfere in and control Latin America and the Caribbean, with its hegemonic and bullying practices being clearly exposed. Latin America and the Caribbean are not anyone’s ‘backyard’. China-Latin America cooperation does not target any third party and should not be interfered with by any third party. Countries in the region have the right to independently choose their development paths and cooperation partners. The U.S. should stop sowing discord and stirring up trouble and do more practical things to support the development of Latin American and Caribbean countries.”

STORYLINE:
China on Monday reaffirmed its claims over the Spratly Islands, referring to them by their Chinese name Nansha, after reports suggested Vietnam was accelerating island-building in the disputed South China Sea.
A report by Washington’s Centre for Strategic and International Studies (CSIS) on Friday said satellite images show Vietnam has sharply expanded reclamation activities since the start of the year, putting it on track to surpass China’s scale of construction.
“China firmly opposes construction activities by relevant countries on illegally occupied islands and reefs and will take necessary measures to safeguard its territorial sovereignty and maritime rights and interests,” Foreign Ministry spokesperson Mao Ning said at a daily news briefing in Beijing.
Beijing, which claims nearly the entire South China Sea, has overlapping claims with Vietnam, the Philippines, Malaysia, and other neighbors.
Mao also rejected reports that China was willing to send troops for a Ukraine peacekeeping mission, saying it was “not true.”
German newspaper Die Welt on Sunday quoted EU diplomats as saying that China is ready to join a possible international peacekeeping force in Ukraine.
Separately, Mao dismissed remarks by U.S. Southern Command chief Adm. Alvin Holsey, who warned of China’s growing influence in Latin America.
Mao insisted China’s dealings in the region "do not target any third party and should not be interfered with by any third party.”
“The U.S. should stop sowing discord and stirring up trouble and do more practical things to support the development of Latin American and Caribbean countries,” she added.
Speaking at the South American Defense Conference in Argentina last week, Holsey accused Beijing of pursuing a “methodical incursion” in the region to “export its authoritarian model” and “extract precious resources.”
