Democratic Representative Dina Titus of Nevada said Republicans are refusing to negotiate on health care and that raises the risks of a standoff over stopgap government funding bill mean to keep the government open.
A shutdown is possible with less than two weeks to go, and once it begins, there may be no easy way out, especially if President Donald Trump decides to use the shutdown to exert more executive authority.
